I was experiencing the same issue, but it was solved after quitting the software MagicPrefs.
I came across this article, ESET system extension blocked in macOS 10.13 (High Sierra)—ESET Knowledgebase, where it suggests that the reason for the allow button not responding could be 'You are using a third-party application to emulate mouse or trackpad (such as MagicPrefs, Synergy, BetterTouchTool ...). You need to close or uninstall this application in order to restore access to the Allow button'
